What is a Budget?

A budget is the proposed expenditures that we have as a district for the upcoming school year. There are a number of components of a school budget. These include: general instruction, special ed instruction, vocational education, athletics and cocurricular opportunities, student support services, instructional staff support systems, general and administrative costs, school office costs, fiscal and technology support systems, facilities, transportation, and debt services.

In the Rutland Northeast Supervisory Union there are three different entities, each requiring their own budget. There is the Rutland Northeast Supervisory Union, Barstow Unified Union School District, and the Otter Valley Unified Union School District.

Supervisory Unions are entities that exist to oversee and administer Vermont's public schools. They contain two or more school districts. Some of the responsibilities include: development of curriculum, providing special education, administering school meals, financial administration, technology services, and data management. Supervisory Unions are the Local Education Agency so they receive and administer federal funds. Supervisory Unions are governed by a Supervisory Union Board. RNESU is a supervisory union.

School Districts are entities that exist to operate one or more public schools, or pay tuition for students in the district. School districts are governed by a school board. Some school districts are composed of a single town, while others cover multiple towns. Responsibilities of a school district include: setting the budget for their district, maintaining school buildings and grounds, and setting district policies. School Districts are supported by supervisory unions. Barstow UU and Otter Valley UU are the two school districts in RNESU.

How does the budget impact my taxes?

The exact amount that you will owe is difficult for us as a district to tell you, because the amount is determined by a number of factors we do not control. Your income, housesite value, and the CLA of your specific town all impact your tax burden. What we encourage you to do is utilize the property tax credit calculator provided by the state of Vermont. You can access the calculator by following the link below. For ease of utilizing the calculator, use the town codes in the table below.
